Remove moisture from chicken wings with paper towels. Sprinkle with salt and let sit for 5 minutes.
Meanwhile, make honey sesame sauce. Mix all the ingredients in a bowl. Set aside.
Mix flour and potato starch, and coat the chicken wings. Remove excess flour.
Heat oil at medium high heat, and cook chicken until golden brown and cooked through, turning a couple of times.
Put fried chicken in the sauce and coat well. Serve immediately.
